Chandigarh MP Manish Tewari Urges Centre to End 25-Year Stalemate on Lal Dora and Share-Wise Property Ban
Chandigarh MP Manish Tewari has brought the city’s long-pending civic and land issues back into national focus by raising them during the ongoing winter session of the Lok Sabha. Highlighting multiple concerns that have remained unresolved for over 25 years, he called upon the central government to deliver concrete solutions in the upcoming meeting scheduled at the Ministry of Home Affairs on December 12.
Addressing the House under matters of urgent public importance, Tewari stressed that Chandigarh, as a Union Territory, comes directly under the Centre’s jurisdiction. He pointed out that several critical issues— impacting thousands of residents—continue to linger without policy clarity or administrative action for decades.

One of the major grievances he highlighted was the “unreasonable and illegal” ban on the sale of share-wise property, which has halted genuine transactions and created uncertainty for homeowners. He also underscored the long-pending demand for granting ownership rights to residents of the relief and rehabilitation colonies, an issue that has remained stalled for nearly a quarter century.
Tewari further stressed the need to abolish Lal Dora in Chandigarh, noting that despite the city being built on land acquired from 22 villages, the proposal has seen no meaningful progress. He added that people who made need-based changes to their Housing Board units have also been awaiting relief for almost two decades, while several matters related to cooperative and group housing societies remain stuck
Urging decisive government intervention, Tewari appealed to the Centre to ensure that actionable outcomes emerge from the December 12 meeting at the Ministry of Home Affairs. He emphasized that residents have waited long enough and that it is time for these chronic issues to be resolved with clarity and commitment.
