UP Government to Launch QR Code Property Verification, Cheaper Rent Agreements, and Instant Ownership Updates

The Uttar Pradesh government has unveiled a major set of reforms to make property transactions faster, safer, and more transparent. As part of its Vision 2047 roadmap, the state will soon roll out QR code-based verification of property ownership, allowing buyers to instantly check past transactions and legal rights of sellers. This digital initiative aims to protect homebuyers from fraud and ensure that ownership details are updated online immediately after registration, replacing the current month-long delay.


To encourage formal tenancy, the government is planning to replace the existing 4% stamp duty with a nominal fixed charge of ₹500–₹1,000 for rent agreement registration. This step is designed to give both landlords and tenants legal protection while removing the financial burden that often pushes people toward unregistered deals. Additionally, family property disputes, which often linger in courts for years, will be settled more efficiently with a fixed charge of ₹5,000 for agreements covering up to four generations.

Modernization of property registration offices is also on the agenda. The state aims to set up offices modeled after Passport Seva Kendras, complete with air-conditioned waiting areas, token-based appointment systems, and help desks. Citizens will also gain easier access to stamp papers through new “Stamp Paper ATMs,” dispensing denominations of ₹10, ₹20, ₹50, and ₹100. With nearly ₹800 crore worth of such papers sold every year, this move is expected to save time and reduce inconvenience for the public.


In addition, women homebuyers will benefit from a 1% rebate on stamp duty for properties valued up to ₹1 crore, directly saving up to ₹1 lakh. The government has clarified that it does not intend to raise circle rates to boost revenue. Instead, it plans to simplify stamp duty parameters from 42 to around 20, making rules clearer and reducing fraud. With property registrations already increasing from 16 lakh annually in 2017-18 to nearly 50 lakh today, these reforms are expected to make real estate dealings in Uttar Pradesh more transparent, affordable, and efficient.
